Can anyone tell me what the 2 speed close ratio gear set is for. meaning like what do u gain from it and when would u use something like that?

It'd be for more acceleration, less top speed. Useful in small areas or short tracks.

ok, does it shift alot sooner than the stock set up?

I have my revo set up to shift in 3 to 5 feet. I have it set like that to be able to make the quad jump that has a short distance for accerlation and most of the time it is in second.

It's just a lower 2nd gear. You can set your 2 speed to shift sooner because the 2nd gear is "closer" to first gear. It's ideal for racing but will cost you top speed.
