He is referring to the State of West Virginia (one of the 50), not the western portion of the commonwealth of Virginia.
Funny thing, I live in West Virginia (the state) about 90 minutes from Noob. It would have been 60-90 minute shorter drive for me to attend the Buffalo NY bash than it would have been to attend the Hampton Rd bash in a neighboring state.
