what is the best way to remove original paint,and to repaint rims.

What kind are you talking about? If you're referring to chrome type then use Easy-off oven cleaner and then dye them with RIT dye

Is is possible to paint your a-arms this way too, if not how would you?

RIT dye is clothing dye. Get it at any grocery store of Walmart or craft type store. Goalie, what color are they? If they're black, no but RPM makes dyeable arms for trucks like the Revo.
