Ijust installed os12tr on my tc3 i have ran 17 tanks of fuel including manufactures break in steps. My flywheel gets stuck and i have to manually turn it with my fingers to get it freed up is this normal for a non pullstart engine or do i have a lemon.

I think what your discribing is called 'Hydro-lock'.

Thats when the crankcase get filled with too much fuel, and starts to 'lock up'.

Take the plug out of it, spin the engine, and cycle the fuel out.
Most of the time, (or at least in my case) I can usualy get it to fire right up after I clear out a hydro lock.

I'm pretty sure thats whats going on, but maybe not.

It's normal, that's just the piston stopping at the top of the cylinder. On bigger motors, you'll need to use a screwdriver to pop the flywheel over. Good luck.
