Engine help please

I need help finding a good starting point in the tuning of
a PICCO .12 red dot. I had it running, and then nothing, how many turns
open should each valve be? I've had this motor for a while and never really
had it tuned. Not knowing what I was doing, I just started turning the valves trying to make it run better or idle slower. I did get the idle down but but it stalled. Then I turned it back up and it wont start. Please Help.

I'm not sure about the factory specs. This chart may help.

Right on! That tuning chart has helped out a lot so far.
I'm working with old stuff though, bumping into some difficulties. can't tell if my glow plug starter is losing charge or if I'm losing my mind. I could be flooding the motor too as its still running rich. What minimum voltage does a glow plug need. I'm reading 1.22V when I give up and 1.34V when I get started again. I only have one plug and dont remember what it is, This hobby on a buget sucks. Well the hobby's cool,but the buget sucks.
