adding shock oil to integy piggybacks

Just picked a set of integy piggyback shocks and I was wondering how much shock oil to put in the shocks. Do I fill up both the shock body and the piggyback? Or just the shock body? Any help appreciated.
 
Fill the shock tower all the way, make sure there are no bubbles. Compress the shock, then fill the piggy back up at least half way. It should have come with a foam piece that also goes within the piggy back. Didn't it come with instructions?
