What they're not saying is that the regs are for commercial pilots and use not hobbyists. They are forbidden by Congress from regulating RC hobbyists.

Shouldn't that be FAA (Federal Aviation Administration) and not the FCC (Federal Communications Commission), @WoodiE?

In the old days you had to have an FCC Class C Citizen's Band license to operate model craft remotely.
