It looks like you have you servo horn linkage on backwards. Turning it the other way around will also give your linkage at the bellcrank more movement.
Your throttle arm being at a 45* inside the bellcrank could be what's giving you trouble.
It takes a little bit to get everything adjusted good. I wish I could give you an easier way.
I have mine set with the carb throttle arm straight up and down. Then I turn the carb so the arm is in the throttle linkage bellcrank. Then I do minor adjustments from there.
